We are Berkshire Consultancy, with more than 30 years’ experience helping organisations create environments where people thrive, perform and belong. We design bold, evidence-based learning and development experiences that shift how people think, behave and act, enabling lasting cultural and behavioural change.

Our lived and professional experiences shape how we work and what is important to us. We have built our reputation on ensuring that inclusion is built into leadership, performance and organisational culture. Across central government, Defence, sport, higher education, infrastructure and many other industries, we work in systems defined by competing priorities, ambiguity and scrutiny. This experience has taught us how to build trust quickly, navigate resistance constructively and create safe but stretching environments where real conversations and change can happen.

Our achievements demonstrate impact across three levels: talent development, leadership development and system-wide culture change.

At scale, we have helped reshape progression pathways for underrepresented talent. Through the Civil Service Positive Action Pathway, we supported more than 3,000 participants across 40 departments, with 54% promoted within twelve months and 80% reporting increased self-awareness and clarity on career barriers. Through Beyond Boundaries, a cross-government talent programme for employees facing barriers to progression, we have supported 2,000+ learners across 55 departments, with 50% moving into new roles within the lifetime of the programme, alongside developing strengthened networks and self-assessed improvements in confidence and capability across all grades.

Alongside progression work, we have delivered large-scale, practical inclusion capability. Our Civil Service portfolio of workshops has reached 5,000+ learners through over 445 sessions, achieving a 95% positive impact rate. Our neurodiversity programmes alone having supported 1,000+ learners (mostly people managers and leaders), enabling organisations to embed more inclusive day-to-day behaviours and support for neurodiverse colleagues and direct reports.

We also work extensively with senior leaders to embed inclusion at the top of organisations and across systems:

• FCDO – Senior Leadership Development (Summit Programme): We created a bespoke flagship development programme for BAME UK-based officers, both in the UK and overseas, aspiring to the Senior Civil Service (SCS) to improve leadership capabilities and build networks to enhance progression across a global organisation. The programme resulted in 30% of participants being promoted, with 100% taking on increased responsibility, and 61% of leaders reporting “I overcome my limiting self-beliefs to perform at my best”.

• Sport Wales – Leading with Impact: We designed and delivered an executive leadership programme bringing together senior leaders and board members from across the national sport system. The programme developed inclusive leadership capability in a complex, multi-organisation environment, achieving 9.5/10 for facilitation quality, 8.7/10 for workshop quality, and an 80% Net Promoter Score, with leaders describing it as authentic, challenging and transformative.

More recently, our work with the British Army further demonstrates our effectiveness at culture change in high-stakes environments. Feedback from our client highlighted “[we] were pivotal to the success of this intervention. Their expertise, their commitment, their integrity and their inclusive approach were outstanding”. Further supported by an independent evaluation of the programme showing increased awareness of professional behaviours and early indications of behaviour change, with facilitators consistently rated highly for credibility and impact.

We are equally proud of the culture we have built internally. We are a Platinum Investors in People organisation, placing us in the top tier for people practices. Our work has also been recognised externally at the KPMG Learning Services Awards; within the last two years alone we have won the “Quality in Learning Delivery” (2024) category and their most prestigious award – “Excellence in Learning” (2025) for the Beyond Boundaries programme. We were also recognised as “Employer of the Year” at the Thames Valley Business Awards (2026), reflecting our commitment to inclusion, growth and trust in our own organisation.

Ultimately, what we have achieved is not just strong evaluation scores or large programme reach. We understand that inclusion is not a standalone initiative – it needs to be built into the fabric of organisations. Personal stories that learners have shared with us demonstrate how we have created cultures where more people feel seen, heard and able to succeed. Perhaps the best evidence comes from one learner’s poem of reflection “the person I was in days of old has grown, transformed, found their way”.
